Justin DeMello is nationally recognized as a subject matter expert in all facets of emergency management with over 35 years of experience. As TMS’ Director of Emergency Services, Mr. DeMello has served as the lead consultant and senior planning lead for the FEMA MCEP&OS contract for the last seven years. During this time, he has successfully managed the development of multiple state evacuation plans. During his TMS tenure, Mr. DeMello has provided leadership and superior management skills while orchestrating the simultaneous development of multiple state evacuation plans with personnel located throughout the country. Additionally, he has participated in multiple deployments with the TMS Transportation Response Team as the Planning Section Chief. His documented experience in evacuation planning and his exceptional leadership skills provide TMS the capability to undertake the most demanding planning endeavors, and operational response challenges.
Mr. DeMello’s earlier career experience includes serving as the Director of Denver’s Office of Emergency Management and as a Federal Coordinating Officer (FCO) for the Federal Emergency Management Agency (FEMA). As an FCO, he deployed to 22 federally declared disasters, serving as the lead federal official in 15 of those disasters. He also served as FEMA’s Deputy Director of Long Term Recovery for Florida following the devastating 2004 hurricane season. Additionally, he was deployed to Louisiana and tasked with the extensive recovery efforts for the New Orleans area in the aftermath of Hurricane Katrina. Mr. DeMello also has extensive first responder experience working as a firefighter, paramedic, engineer, and captain for the Los Angeles County Fire Department from 1976 to 2001.
